The short answer
Google’s My Maps is the usual tool for a custom map, but it has no phone app: the Google Maps app shows a My Map you’ve made, and Google sends you to My Maps in a web browser to make or edit one. Go Here makes a map of your own places on the phone itself, in the iPhone app or any phone’s browser: search a place or hold the map to drop a pin, add a note and a rating, and share the map with a link.
My Maps, and where it stops
On a computer, My Maps draws far more than pins: lines, shapes and routes, in layers, with places brought in from a spreadsheet or a KML file. For a map like that, it is the tool.
On a phone it has no app. Google says My Maps isn’t available for iPhone or iPad, and it retired the Android app in 2021. The Google Maps app shows a My Map you’ve made, under You, then Maps; to make or edit one, Google says to open My Maps in a web browser.
A map made on the phone

Share list hands out a view link that opens in any browser, on any phone, with no app or account. Switch it from View only to Collaborate and friends can add their own spots. Hide keeps any spot off the link while it stays on your map.
What it doesn't draw
Go Here keeps places, not shapes: no lines, areas or layers, and no KML or spreadsheet files. For a hiking route or a delivery zone, use My Maps on a computer.
